US Central Command, seeing the writing on the wall, has implemented data- and software-centric training exercises. This transition to ‘digital warfare’ involves not just reform in how exercises are carried out, but investments in data labeling and broader digital literacy accompanying military operators in training. Software, Moore argues, not munitions and ordinance, provide the capabilities of future war.
