Japan joins U.S.-led effort to regulate military use of AI
Japan, along with 44 other countries, has endorsed a U.S.-led initiative to establish guidelines for the military use of artificial intelligence (AI). The initiative aims to address concerns about the unregulated use of AI, which could lead to unintended consequences. Japan supports the objective of reducing potential risks associated with AI in the military and emphasizes the importance of compliance with international humanitarian law. While many supporting nations are U.S. allies or partners, the effectiveness of AI regulation may be limited without the inclusion of China, which is actively pursuing AI technologies critical for military power. The issue is expected to be discussed between U.S. President Joe Biden and Chinese leader Xi Jinping during the Asia-Pacific Economic Cooperation summit, where a potential ban on AI in autonomous weaponry and efforts to ensure AI compliance with international law are anticipated. The U.S. political declaration outlines measures for responsible development, deployment, and use of military AI, emphasizing accountability, transparency, legal reviews, and safeguards against unintended biases and failures. The initiative aims to establish norms and good practices for AI use in the international community.
