The SPEED and FoRGED Acts Compared

The SPEED Act (H.R. 3838) and the FoRGED Act (S.5618) are two recent bipartisan defense reform bills aiming to modernize the U.S. military's acquisition processes, enhance innovation, and strengthen the defense industrial base, though they take different approaches. Both target improvements in program management, regulatory burden, requirements reform, and support for data and software firms, with SPEED being more inclusive of all companies and FoRGED focusing on commercial and nontraditional contractors. SPEED proposes broad workforce development and data-as-a-service options, while FoRGED emphasizes statutory streamlining, legacy repeal, and expanded supplier networks. These proposals are expected to be reconciled into the upcoming National Defense Authorization Act.
