
Fixing the Pentagon’s Broken Innovation Pipeline
The article argues that the U.S. Department of Defense’s outdated budget process—known as Planning, Programming, Budget, and Execution (PPBE)—is too slow and rigid to meet the demands of modern warfare, especially in the face of rapid technological change and rising threats from China and others. While new, low-cost technologies like AI-enabled drones are reshaping warfare, the Pentagon struggles to adopt them due to congressional micromanagement, bureaucratic inertia, and inflexible funding rules. The article calls for urgent reform, including greater reprogramming authority, flexible "colorless" funding, more agile acquisition practices, and the ability to start programs even during congressional delays. With a narrow window of opportunity under a new administration and mounting global threats, fixing the PPBE system is presented as a strategic imperative to preserve U.S. military advantage.
