Because artificial intelligence (AI) is a complex driver of DoD’s emerging and disruptive technologies, data rights issues related to AI technology must be proactively and prospectively addressed to satisfy the short and long-term mission needs of the department.

AI is the ability of machines to perform tasks that normally require human intelligence, and includes decades-old DoD AI, such as aircraft autopilots, missile guidance, and signal processing systems. Today, most AI is performed using machine learning (ML), so the two terms are often used synonymously; but AI actually refers to the general concept of creating human-like cognition using computer software and systems, while ML refers to only one method of doing so.

AI or ML approaches include supervised learning, using example data labeled by human “supervisors”; unsupervised learning, using data requiring no data labels; semisupervised learning, using both labeled and unlabeled data; and reinforcement or deductive learning, involving autonomous AI agents that gather their own data.
