According to the report, OpenAI justified the revision by aiming to establish a set of universal principles that are easy to remember and apply. The company spokesperson was quoted as saying, "We aimed to create a set of universal principles that are both easy to remember and apply, especially as our tools are now globally used by everyday users who can now also build GPTs." The spokesperson further emphasized the broad applicability of principles like 'Don't harm others' in various contexts, and the policy specifically cited weapons and harm to others as clear examples.
