
Modernizing PPBE and the Army With an Eye on China
The PPBE Commission's interim report highlights recommendations and immediate actions for the US Department of Defense (DoD) to modernize its 60-year-old Planning, Programming, Budgeting, and Execution (PPBE) system. The report suggests modifications to appropriation availability, internal reprogramming requirements, thresholds for budget transfers, addressing problems caused by continuing resolutions (CRs), and transforming the budget structure. It also recommends creating planning, analysis, and operational metrics, strengthening the Defense Planning Guidance (DPG), and increasing staffing levels. Immediate actions include instituting a mid-year budget update briefing with Congress, restructuring budget content in a common format, improving training for budget justification, streamlining processes, and improving understanding of private sector practices. The report aims to address the urgency of modernizing the outdated PPBE system and improve budget planning and execution for the DoD.
