Think-tank commission diagnoses 'innovation adoption problem' at DOD

The Atlantic Council, a D.C.-based think tank, releases an interim report published by a Commission composed of former, high-level Pentagon officials. Its purpose is to inform the United States Department of Defense (DoD) of the most pressing obstacles it faces in adopting new technologies and how to mitigate them.

The Commission is co-chaired by former Defense Secretary Mark Esper and former Air Force Secretary Deborah Lee James. Former DoD policy chief Michèle Flournoy and former Pentagon acquisition chief Ellen Lord are also members of the Commission, highlighting the diversity of its members. ‘We have found,’ they write in the report, ‘ that the United States does not have an innovation problem, but rather an innovation adoption problem.’
