Globalizing Responsible AI in the Military Domain by the REAIM Summit

The Summit on Responsible AI in the Military Domain (REAIM), hosted in The Hague, saw 57 states agree to a ‘Call to Action’ on the development and uses of artificial intelligence in military affairs. It remains to be seen how widespread the basic framework adopted by these states to understand responsible AI in the context of lethal autonomous weapons systems (LAWS) becomes as AI innovation proceeds. EAIM was nonetheless unique in the subtlety of the open discussions involving representatives of states, industry, academia, and civil society. Subjects including innovation, drone swarms, nuclear risks, and mitigating civilian harm were all discussed, indicating an advancement in the globalization of responsible AI.
